Opening of the public consultation for the presentation of expression of interest in the allocation of connection capacity to the public service electricity grid in the High-Demand Zone (Zona de Grande Procura) of mainland Portugal

The Order (Despacho) no. 1135/2026, of 2 February, under the terms of its paragraph 1 and pursuant to paragraph 8 of article 2 of Decree-Law no. 80/2023, of 6 September, recognises the mainland Portuguese territory covered by the public service electricity grid as a High-Demand Zone (“Zona de Grande Procura” or “ZGP”), for the purposes of allocating grid connection capacity for electrical energy demand facilities.

Grid access requests for electrical energy demand facilities subject to the rules defined in the Decree Law no. 80/2023 and the Ordinance (Portaria) no. 15/2026/1, of 9 January, are governed by the exceptional procedure for allocating grid connection capacity foreseen in the aforementioned legislation (“Procedure”).

Accordingly, pursuant to and for the purposes of paragraphs 1 and 2 of article 4 of Decree-Law no. 80/2023, and article 4 of the Ordinance no. 15/2026/1, the public consultation regarding the Procedure related to the ZGP defined under the aforementioned Order has been announced; therefore, interested parties wishing to obtain grid connection capacity must submit the corresponding expression of interest within 20 (twenty) working days counted from the publication date of the respective public announcement in the Portuguese Official Journal, and under the terms set out in its annexes.
